[xcp] ns failed to recompile-please help

Hi,
I have been trying to recompile ns after making a minor change to the xcp 
C++ code. But my ns failed to recompile and gave the following errors.
The version of ns I am using is ns-2.28 under cygwin (CYGWIN_NT-5.1). 
 updating cache ./config.cache
creating ./config.status
creating Makefile
creating dltest/Makefile
sed: can't read ./dltest/Makefile.in: No such file or directory
creating tclConfig.sh
make: *** No rule to make target `/home/Aarthi/ns-allinone-2.28/ns-
allinone-2.28
/tcl8.4.5/unix/dltest/Makefile.in', needed by `Makefile'. Stop.
tcl8.4.5 make failed! Exiting ...
