It's also changed in Dina's thesis.

In the SIGCOMM paper the protocol passes around explicit cwnd values -
which are in bytes.  Later versions of the protocol manipulate the
throughputs directly so not to be tied to a specific rate control
algorithm, e.g., sliding windows.

There's a different trick involving changing units to eliminate the
divisions at the routers that we should write up for your collective
amusement.
