Web100 is strictly for TCP.... autotuning + instrumentation + other 
CC algorithms (net100 actually).

I would say yes for your TCP implementation, no for your router implementation.

However, we occassionaly toy with the idea of taking our web100 release 
machinery and turning it into a "NSF Linux" release machinery... This could 
naturally include both parts of XCP and a whole lot of other interesting stuff.

Currently the chances are slim, but as more people express interest, we will 
thinks about it.
