You would have to look at the implementation to determine those
constants.
I recommend you look at the TinyOS version available at
http://www.isi.edu/ilense/software/smac/index.html
(that implementation is more complete than the ns-2 simulation).
And S-MAC has really been superseded by SCP-MAC. The SCP paper at
http://www.isi.edu/~johnh/PAPERS/Ye06a.html
has a more careful description of carrier sense, I think.
