[Rls-support] RLS does not answer

Well, I suppose we have to try this now:

Comment out the RLI section also, so that the server does not run as 
either RLI or LRC.

#rli_server             true            # Indicates this is an RLI server
#rli_dbname             rli1000         # mysql-database-name 

Now, start up the server again. If it responds to a ping, you know the 
problem is with your DB configuration (as you already suspect). If not, 
there's a problem with RLS.
