[ns] Channel loading, error condition

I am looking forward to know couple of things 
1. How to monitor the channel condition both in OTCL and C++
2. and for measuring the inter arrival time we do need some time stamped information in packet header? 
3. channel loading is defined as the queue load of the receiving node? or the sender output queue linked to channel?
