[ns] design of a new protocol

sir,
     I am doing some work on improving congestion control in   network using
machine learning. I am facing some problems:

1> The dynamic routing protocol in ns (DV) uses the hop count as metric, but
my work needs to consider delay,queue length,available bw on the router to
router link .i would like to know how to do this?

2>  As i desire to implement a new protocol(because i need to attach the
machine learning code) so i would like to know how to link otcl and c++ (the
interface between them).
