[ns] Purpose of RTR packet

Following are two consecutive lines from a trace file. My doubt is when node 10 is already broadcasting a packet RTR for RouteRequest in AODV, why is it broadcasting again using MAC trace-level when already broadcasted for requesting route.

So, what is the exact purpose of RTR trace-level.
