Hi!
In some documents I read, about MIH, the handover begins with the
detection of a new link, with better quality, and ends with the
link_down the previous link.
"Handover latency is the time interval between the first
Link_Going_Down trigger generation and the HO_Complete generation."

It's difficult see these procedures in trace file. Only have MIH packets...

Could you share your code for handover latency calculation maybe we
can share ideas. How did you get the 40 seconds. I am working on a
similar project. I think the handover latency starts with a
"link_down" from the previous node and finishes with a "link_up" in
the new node. With "link_down", the previous node stops receiving
packets while with "link_up", the new nodes starts receiving packets.
I'm not sure yet if this is correct but will let you know as soon as
I am.
