There is Nils-Erik Mattsson's implementation [0], maintained by Eugen
Dedu for ns-2.31. I have ported the patch to ns-2.33 [1].

Be careful, though, if you want to use TFRC : this version uses an
RFC3448-like implementation, rather that the newly released RFC5348.

I'm also trying to convert it to a dynamically loadable module [2],
for which support has been added in ns-2.33.
