[ns] Help regarding "Datarate specification in Vertical Handover"

While using a scenario of Vertical Handover between two different technologies i.e UMTS-to-WLAN Handover 

The datarate specification of the technologies does not work. but it gives the same rate what i am going to transmitt. i.e at UMTS i can receive a datarate of 80 Mbps which is impossible at UMTS.

Please help me regarding the problem.
