[ns] Freeze-TCP dynamic module for NS-2.33

Hi list,

I've been working recently on porting the Freeze-TCP extension developed
for [0] as a dynamic module for ns>=2.33.

It seems that I eventually built a properly working module (according to
my experiments), and thought that (some in) the NS community may be
interested in using it.

The package is available here [1].

Please, direct any bug report or suggestion to me, I'll be glad to try
and fix them. This is my first serious work on NS, so any advice is very
much welcome as well.
