[ns] A Centralized Protocol

Hi all,
I have to implement a centralized wireless routing protocol. The idea is
that one central object will decide how a packet will be routed. So for
example, if a wireless node transmits a packet, whether it is forwarded or
dropped by each of its neighbors, will be decided by this centralize
god-like object.
Has someone any idea on how to implement such a protocol?
