[ns] iNSpect tool

I am using iNSpect on a native Linux system (openSuSE 10.2), but I don't
see why it shouldn't run in cygwin. The readme provided with iNSpect
calls for the openGL and glut libraries - so double check that you have
them available in your cygwin environment. If I recall correctly you
also need the X server (the same for nam)
