your tcl code works in my installation, so i think you miss to add
that directory in the current where you execute the simulation.
It should look like:
ls simulation/
mpeg.tcl video_model

and with
ls simulation/video_model/
Bmodel_hist_1  Bmodel_inv_1  Imodel_hist_1  Imodel_inv_1
Pmodel_hist_1  Pmodel_inv_1
