[ns] cbq in diffserv

The latest version of the RSVP protocol can be found here:
http://www.cc.jyu.fi/~sayenko/src/ns-2.27-rsvp4.patch.gz

It works also with ns v2.28 and has a bugfix for the latest versions of the
gcc compiler.

Note that it is NOT the original version of RSVP from Mark Greis. I am not
sure that you need it since it crashes with Segfaults in many cases.
Basically, the implementation of RSVP, link to which is given above, fixes
those problems. The main functionality remains the same including the
interface for the Tcl functions.
