[ns] static random topology generation in ns-2.28 and rayleigh fading model

hiii all,
             i want to know how to generate a random topology of 'n' 
nodes in ns-2 which is static.
can the setdest command which is used to generate random node movement 
be used to generate the static topology. and does anyone know abt the use of rayleigh fading model in ns-2.28
any one knowing this. please reply to me , iam in urgend need of this
