[ns]Installation Problem for stanford edcf code

Hi Dear all,

does any one installed the edcf code contributed by
stanford univ. at the following web site:

http://mosquitonet.stanford.edu/software/802.11e/


I installed the package but failed. It seemd there is
no tcl support .Do I need to install tcl tk,otcl,tclcl
before
I install the edcf package?But the readme file of the
edcf code tells me only to type "make depend, make
install" is ok.
I dont know what the problem is 
can anyone give me some help? Thank you very much!



My OS is 
gcc-Version 3.3.1 (SuSE Linux), I installed ns-2.26
