[ns] Unable to run NS binaries on cygwin

Hi,

The Cygwin binaries are just a convenience download and not very well
tested ... The test system (my system ;-) is XP SP2, and maybe that's
could be the issue... Anyway, I strongly advise to compile it for
yourself, the chance to get it running is much higher there!
