[ns] bashrc file cannot been updated (cygwin )

Try to update file $HOME/.bash_profile.

After adding some environment variables to bashrc file and reopening cygwin
,cygwin doesn't care the changes.In the environment variable list,I can't
see the new variables which I added to bashrc file.What can be the reason to
this?
