The RLC retransmissions are based on the use of a retransmission timer 
which is reset after the first unacknowledged packet is acknowledged. If 
the timer times out, then all packets after the last acknowledged are 
retransmitted. There is no fixed limit to this.

The "credit update" forms part of the flow control mechanism between the 
RNC and BS. This ensures that the buffers at the BS are never in an 
overflow situation.
