[ns] How to install ns-2.1b6 on Cygwin 1.5.10-3

Hi,

The resource below is for installing version 2.27, 2.26 and 2.1b9a in 
Cygwin. At the end of this webpage, there is a link to a guidance for 
installing 2.1b6a in RedHat 8.0. You may have some ideas by reading through 
these.

By the way, it is recommanded to install version 2.26 or 2.27 in Cygwin.
