[ns] binding timeout varaible in tcp

I am trying to access the round trip timeout variable through tcl.So i
ahd to bind it to some tcl variable in tcp.cc code.But when i looked
into the code,there is a rtt_timeout function but it does not return
anything.Do we need to change this function or is the timeout to be
taken just as the minrto_ or maxrto_ varibles.What exactly is the
timeout variable in tcp?Is it minrto_ or maxrto_ or the value returned
by rtt_timeout.if so how do we access it and bind it
