[ns] Base station cannot withstand ip broad cast. Bug?

Attatched 2 scripts

1. mip-ping.tcl
     demonstrate normal mip operation

2 mip-ping-nofa.tcl
      I modified the script in such a way that mobile ip  I put off from
FA. 

I get no slot message

Is it a bug?
