[ns] URGENT.....link success probability

hi frens....
        how can I assign link success probability for the links in a topology, is there anyway to do this....
clearly....I have to assign the link success probability like 0.2, 0.4, 0.6, 0.8 etc,....means 20% of links will give success etc...
or is there anyway to decide this success probability based on bandwidth of the link...if the bandwidth of the link is above certain value it should give success.......
so, I can say my question in another way like...how to assign bandwidth distribution to links in such a way that 20% of the links have bandwidth above certain value and remaining have bandwidth less than that value
plz suggest me ...if anyone knows how to do this....
