[ns] cygwin: ./configure

Hi,

That same problem also occurred on my system (even it already has NS
installed and used to work fine) after I updated some components on
Cygwin last night; "configure" seems to work differently and I
couldn't build NS anymore. However, after I downloaded ns-allinone and
installed the whole thing again, the problem is gone and everything
just goes well.
