[ns] Drop IFQ at RTR

Hi all,

I'm running a CBR application with my new MAC protocol and DSDV routing 
protocol. There are 11 nodes and 10 hops in my simulation. I got listed 
problem.

All the cbr packets are dropped at IFQ. It seems the first cbr packet 
doesn't lead to an initiation of ARP and all following packets can not 
be sent out. I dont know why the ARP process was not initiated. Can some 
one help on this issue and tell me how to fix this problem?
