[ns] regarding the ~/.bashrc file

Hello,
 
I was installing NS2 (ns-allinone-2.27) for Windows XP.  I have
installed it successfully.  But, the problem is that I have to
specify the PATH variables all the time.  Nicholas Christin?s Web
site mentions the ~/.bashrc file for doing the changes to the PATH
variables.  Can anyone provide me the location of this file?  I
cannot find it in the C:\Cygwin folder.
