[ns] About routing protocols.

Hello all:
    When the protocols in the network layer begin to 
run,they receive data packets from application layer,
and then route it according their algorithems.But I 
just wonder that can the network layer protocols ask 
for more information from application layer?
    For example,can they ask for the packets transmission
rate from application layer?
