[ns] ip_broadcast doubts

Hello,
        It says IP_BROADCAST can be used with next_hop like say
   next_hop=IP_BROADCAST (ip_broadcast defined in packet.h,ip.h)

then i would be able to send packets on broadcast mode 'locaally'. What does 
'locally' mean here. How can I make changes so that I can use IP _broadcast to 
make broadcast to immediate neigbhors alone .
