[ns] Can RED set ECN bit on ACK packets?

Yes, u can surely set the ecn bit. But, the ECN code in NS does not
conform with RFC 3168 (Sep 2001) as the current NS version ns-2.1b8a came
before that (I think sometime in June 2001). I have done modifications
that makes NS conformant with RFC 3168.
