[ns] Diffserv ERROR: Policy

Using the examples given in tcl/ex/diffserv can i change the agent to tcp
instead of udp and still simulate the trafiic.. Itired changin it. and
what I got was an error saying
ERROR: No Policer Table entry found for initial code point 20
and the only change that i made in the script was changin the udp agent to
tcp..
Do I have to change the application also i.e from cbr to maybe ftp
