[ns] bandwidth inconsistency

Hi, in my simulation I have a CBR traffic attached to
a UDP source. I assume that the packet size is 64
bytes and each packet takes 30ms to generate, which
means that the bandwidth required is 64*8/0.03 =
17.066 kbps and I do this by setting the CBR rate_ to
that value. However, what I got from the trace file is
slightly higher, about 22.4 kbps. I dont know what I'm
doing wrong.
Can someone pls explain?
