Varying the min_th should have a large effect on throughput, with one
caveat...if you do not have a bottleneck link (a link for which the queue
size will grow to more than just a few packets), then RED will never drop
pkts (unless of course you sent min_th to rediculously small values) and
thus you won't see any difference.
