[ns] Wrong number of wnd_init_option_ 0 in Vegas TCP

I think it's in ns-problems.html now. The problem is the binding stuff in
tcp vegas's constructor. You can either get tcp.h and tcp-vegas.cc from
cvs repository, or download the snapshot and get those files.
