[ns] RED Drop > maxp !!

Hello ns-users,

In RED, I've run an experiment in which the average queue size never
reached max_th, but, looking at the average packet drop probability, it
is greater than max_p. Tracing p, I notice that it exceeds max_p in
some cases. Any suggestions? I looked at the implementation of the
averaging of the instantaneous queue as well as the computation of p and
they both seemed ok.
