My guess: you should PATCH that .c with the .patch, but not REPLACE it. 

>   I downloaded ns-allinone-2.1b6.tar.gz, I read README file in the package, so I used tclPosixStr.patch to replaced tclPosixStr.c. Then I typed "./install" to start. After a while,I was told "tcl8.0.4 make failed !   exiting...". I gived several details for you to help me more easily, These "no" were reported in checking:
