[ns] The Agent Method "send(Pakcet*, Handler*)?

Hi,
I want to know what should we put in the Handler pointer?
I see some declaration like this : "send(pkt,0)".
so when we put 0 in the handler what does refer to?
and if we put other values what can happen?
