On/Off Error Model

Hi,

I tried to build On/Off  ErrorModel. My trial is failed.
I made out TwoStateMarkov Model for On/Off Error Model.

=> set em [new ErrorModel/MultiState/TwoStateMarkov]

But I can't make out above sentence.
ns-errmodel.tcl is shown that TwoStateMarkov Model has parameters: rate,
transition, eu.
What means those parameters.

I have to know the solution.

If anyone of ns users can help me in this regard, i will appreciate..
