Token bucket

Hi!
I' m studying a shaper based on token bucket algorithm.
When there aren't enough tokens for transmitting a packet, my
algorithm calculates the time that we have to wait  before
transmitting.  How can I force the packet to be transmitted at that
time?
Is there anybody who could help me?
