[Ns-developers] Replace an existing Jakes propagation loss model sith a new one

Hi all!

I would like to introduce an alternative implementation of Jakes
propagation loss model for narroband (or frequency non-selective) case of
multipath propagation.

Current implementation of Jakes propagation loss model has a bug:

I would like to replace this model with a new one (see [1] for details),
which implementation is published at the code review now:

I have run some experiments with this model and both distribution and
autocorrelation functions are in a good accordance with theoretial ones.

jakes-distributuon.png is a QQ-plot for Rayleigh distribution samples
against Jakes propagation model samples.
jakes-correlation.pdf is the theoretical autocorrelation function (lines)
and experimental one (columns)

The example source code is attached.

So, the nwe model has good statistical properties and allows to henerate
multiple independent path in a simulation. I think, that there is no reason
to keep the original model in ns-3-dev.
