[Ns-developers] Request for code review: Issue 4889046 - Red Queue

Hi Lloyd, our goal is to implement the original RED, not adding or
changing anything.  This is why Talau decided to follow ns-2
implementation of RED instead. RED in a different light promises to
eliminate parameters tuning and other improvements, but it'll be a new
queueing implementation.
