OK.  I can agree to slowly adding the infrastructure to do that.

But, in my vision (my humble opinion), future ns-3 will not necessarily need
to have every module split into its own package.  It makes sense to ship a
set of base modules and give it a release number.  Around the the base
modules others may be added.
