[Ns-developers] Upgrade ns-3 to waf 1.6

Maybe libns3-core-3.11-debug.so.3.11 is better than
libns3-core-3.11-shared-debug.so.

1. Since the the ".so" is contained in name, shared is not needed anymore.
2. the appendix is needed still.
