[Ns-developers] ns-3.13 release status

I'd like to propose the following plan for the ns-3.13 release. John 
Abraham is helping with the release and has built up a new build farm 
with recent Ubuntu, Fedora, and OSX variants that we will be using for 
testing.

- relax the new feature window until Wed. Dec. 7.  The features that we 
are still aiming to merge are:  IPv6 transport, RED queue, DSR routing, 
and IPv6 address helper (remaining piece of IPv6 address generator). 
John and I will try to close out the remaining issues and merge these if 
we can by next Wed.

- code freeze of Wed. Dec. 14, with first release candidate posted on 
Thurs. Dec. 15.

- release on Wed. Dec. 21 if no issues found
