I gave my comments on the IPv6 transport protocols here: 5311077
When they'll be fixed (or the author can clarify my questions), I'll give my +1.
I personally think it would be quite important to merge this patch tho, as it's a big improvement in the IPv6 part and it makes it finally usable.

ns-3.13 new feature freeze. John and I reviewed the various proposals
today, and I feel that a few of these are close enough and have
addressed enough of reviewers comments to try to merge over the next week.
The ones that appear close are: IPv6 address generator, IPv6 transport
protocols, and RED queues, so we are probably going to focus on those
first.
We don't know the current status of LTE code submissions or the Monitor
Mode project from NSoC. The NetDevice queue feedback would be nice to
merge since it blocks other merges, but the status is unclear. There
are a few others (e.g. DSR, TDMA) for which we've been talking with the
authors but we are not sure yet whether patches will be produced in time.
If you would like to try to get a particular new feature finished off
for ns-3.13, please let us know now so we can review and plan. The
