I want to implement protocols of the 3GPP EPC (Evlved packet core for UMTS
or LTE). This implementation requires a tunneling of Ip packets in GTP
packets.

Does any implementation look like this ?
in order to create the GTP tunnel do I need to use a virtual-net-device?
