I think that doing a logo contest is a great idea but it is important to
synchronize this with the web site redesign that is being contracted to
ensure an integrated website+logo. So, before we come up with actual
submission guidelines and deadlines, it would be nice to know what
timeframe the web site contract is supposed to follow.
