There was some discussion (now a few years back) about moving the (now
outdated) manual to the wiki. However, it seems that the format of the
documentation was not really the blocker to the documentation getting
updated, but rather that people didn't have cycles to devote to it.
Meanwhile, some new code (the 802.11Ext models) had Latex documentation
added.
If you contribute Latex documentation (by cloning/modifying an existing
file and adding it to everything.tex), it can be posted at this site:
http://www.isi.edu/nsnam/ns/doc/index.html
I don't care strongly where you decide to locate it other than making it
known somehow to users where it is maintained.

I was able to get allinone packages installed on Cygwin < 1.7.1,
including the current release candidate. Cygwin seems to be supporting
1.5.x versions through the setup-legacy.exe program; see:
