On thing that did occur to me suddendly is that the performance concerns
philipp expressed could be dealt with without adding the lazy option. We
could also add MobilityModel::HasCourseChangeListeners method and call
it before scheduling an event to call NotifyListeners to avoid
scheduling them if there are no listeners.
